Playing Devils advocate here and my argument might sound bad given Germany as the example:

Germany, and most other developed countries for that matter, does not have the cultural, ethnic, and educational differences that the United States does. Granted a lot of the educational differences, in my opinion anyway, stems from the cultural differences. You can bring a horse to water but you can't force it to drink.

1. You don't have to fire many shots when you don't need search warrants or reasonable suspicion when conducting police business.

2. German law enforcement also carry weapons that make the guys in Ferguson look like girl scouts.

The last time you flew did you see TSA agents carrying around M-243's? Ever been to an airport in Germany?

Ever had a cop just decide to randomly draw your blood for a random blood alcohol analysis in the USA? Ever been to Germany? (or Europe actually)..
