The question was the Fastest Vol? It did not specify which sport. As for pure speed, Justin would win hands down.

Depends, if you mean fastest while a Vol then it's not so obvious. Both Scott and Gatlin had 10.05 100's, Scott had a faster 60m and Gatlin had a faster 200m.

Gatlin would clearly be the fastest if after TN was included but this being the football board I still give Scott the nod for "fastest Vol" if keeping it in context with Gault and Terry McDaniel being the fastest "real" football players.
