The new rule if ever enforced will blow up the sport. Taking points off the board is way too powerful a tool for the refs. I've always hated the celebration penalties but the new rule is way outa line.

I agree, I can already see this having devastating consequences for a future game somewhere. Taking points away is just plain stupid.

How about this. A defensive team calls timeout with 10 seconds left in the game trying to get the ball back on 4th down. The offensive team puts 12 men on the field and commits a false start. Is the game over or can the defense refuse both penalties? If not, the offense can effectively run out the clock from 59 seconds with false starts.

The runoff is at the discretion of the team offended against. A team can decline the penalty, take the yardage and the runoff, or accept the yardage and decline the runoff. In that case, the defense would accept the yardage and decline the runoff.

From the NCAA website:

Another new football rule that will be enforced is a 10-second rundown of the game clock if a team commits a foul that stops the clock in the final minute of both halves.

The opponent has three options in these instances:

Take the yardage penalty and the 10-second rundown.
Take the yardage penalty without the 10-second rundown.
Decline both the 10-second rundown and the penalty yardage.
