When you compare to SEC this year they did not do well in bowls this year as compared to last. So yes down would be acurate.
A little reflection would show that they performed poorly in the bowl games because of a combination of unfortunate bowl seeding, a few B10 teams being a bit overrated, and a bunch of SEC teams being underrated.
Michigan State fit better in the 10-12 range in terms of true talent, and would have had a very good game against a team in the Notre Dame, Houston, and Ok State range.
Iowa's true talent was probably in the 15-18 range, and they would have had a much better performance against a team in the Florida to GA range.
Ohio State was probably in the 2-4 range, and could have had a great game against an Oklahoma - Stanford team.
Northwestern was a fringe top 25 team in talent at best, and would have had a fine game against a Florida/GA.
And look at their other games. Penn State lost to GA by 7, Wisconsin beat USC, Minnesota beat Cent. Michigan (less impressive than the others), Nebraska beat UCLA, and Indiana took Duke to OT.
That is, on the whole, a solid bowl season. Northwestern, Iowa, and Michigan State got toasted, but they were probably the 6th, 5th, and 3rd best teams in the B10 (at best), and they were playing against some phenomenal teams.
