I was curious about that too, but he has already had a medical redshirt, but I think they can ask the NCAA for another under certain circumstances, could swear I've seen other teams have 6th year players due to certain problems but not entirely sure.

Rules for medical redshirt apply if player plays less than 30% of team's games, not sure about 2nd medical rs though

2014 NCAA Division Manual

(14.2.1.5)

^This says that the athlete would need to show that the loss of 2 seasons was beyond their control. The committee would also have to approve it by a 2/3 vote so it depends on how much the NCAA hates Tennessee. It expressly states that multiple seasons lost due to injury would apply so that should apply to Maggitt. I know that Case Keenum played 6 years but I'm not sure of anyone else.
