The Cotton Bowl is moving to the new sadium and will probally become a BCS bowl soon.
The REPLACEMENT for the Cotton Bowl will be the Big Ten/USA matchup

DALLAS REPLACES COTTON BOWL
The replacement for the Cotton Bowl game has been lined up. Dallas city leaders say the Dallas Football Classic is planned for New Years Day 2011. The plans calls for using teams from the Big Ten to play teams from the Conference USA and the Big 12 on a rotating basis. The first game will pit the 7th ranked team from the Big 12 against the 6th ranked team from the Big Ten. Then on New years Day 2012 it will be the Big 10 vs Conference USA with the order repeated for 2012 and 2014 under a plan revealed by bowl organizers.
The plan needs NCAA approval.
The Cotton bowl game is moving to the new Cowboys Stadium in Arlington this season.
No mention of BCS now or in the future.
