I guess the 16% are for schools who haven't been screwed out of bowl games.

if there was a playoff we wouldnt be in it, if it was like the 1-AA one you'd have to win your conference, or get one of the two at large bids, we'd miss it most years. Why even vote on this its not going to make a difference.

actually in I-AA there are 8 auto bids, those are the conference winners, then after that there are 8 at large bids that a committee put together by the NCAA would decide who got in. so usually it's the top 16 teams in the nation but like this year youngstown st was ranked 13th but the missed out because the committee voted in lafayette instead and they were ranked 25th but if you are in the top 16 you are almost guaranteed a bid to the playoffs. then the top 8 teams get to host as many playoff games as they can win and the NC game is at a neutral site.

It could be like bball. They can have an NIT tourney as well for the could have beens and bubble teams.
