The OP's observation actually proves the direct opposite: that a team can, by winning a series of games against a bunch of nobodies, make it into the Top 25 above teams that play and lose to ranked teams.

Not really and neither scenario is right. Losing to ranked teams is about the same as beating nobodies in my book. Neither deserves any sort of top 25 recognition.
