I disagree. Look at the new coaches for this year, alone. Most of them were assistants last year.

Hue Jackson
Munchak
Pat Shurmur
Also, remember Chud's success as OC for Cleveland, when he had a terrible team to work with.
What I said was that usually coordinators from losing teams aren't the "hot" names. Of those you listed above, Rivera was established and the Chargers still went 9-7 last year, despite not making the playoffs (Thank you special teams!). Munchak and Jackson were basically internal promotions as each had been with their respective teams, Munchak for a long time as player and coach. Shurmur did come from a 7-9 Rams squad, so he would defy my criteria.
Long story short, maybe Chudzinski gets a shot back in San Diego once they give Norv the boot, but I don't know that he'll be in high demand. He'd probably be behind the usual suspects: Cowher, Gruden, Fisher, Billick, etc. Somewhere in the mix with the Del Rio, Capers, Ryan, Mularkey, Phillips, Mike Sherman crowd.
Plus, you gotta figure a few more coaches will get the axe over the next month or so. You may see Andy Reid, Tom Coughlin, Leslie Frazier, et al. all available.
NFL owners have proven time and time again that they like to recycle coaches, despite overwhelming evidence that these guys aren't suitable head coach material. Why else do Wade Phillips and Norv Turner consistently land head coach jobs?
