If the "shoot up the school" was stated to police and is confirmed in investigation your looking at a zero tolerance and the whole thing is escalated into protection of the school not just to the girl. Could you imagine the liability the school be taking on if he did assault or shoot someone on campus. Shut the doors football would be last of the fans worries.

Also it was 2 witnesses who heard him reference shooting up the school threat. Only one of the 2 in the back heard it but the guy who made the visual ID also heard him make both threats.
Oh, hush. I’m fully aware it’s not instant and you need probable cause. Go back and read, I said if it was said. If he didn’t say it, no issue. Also, you don’t have to have the means to be charged with that (in most states, may not be the case for TN, but I’d doubt it) and after looking, you don’t need the means the threat alone is enough.Yeah. Oh wait you haven’t. Do you know what happens when someone makes a threat against a school or anything else such as the President and so forth?
They are investigated, their families are interviewed, the subject is interviewed, etc. to see if the person actually has the motive, means, and ability to conduct said attack.
They are not instantly thrown in jail and they are not arrested. The only way to be arrested for that is for there to be probable cause that the individual actually had the means, motive, and ability to carry out the action.
