I think Hat's comparing him to an old wrestler...Haystacks Calhoun.

At least, that's my guess...I don't know if he's ever actually explained why he refers to him as "Haystacks" though. But, as you can see from Calhoun's picture below, there are a few similarities between he and Fulmer.
