why the exception? It's not like they aren't using government provided services.so a family of 4 living off $20k must pay $2k to the gov't? There has to be a line where the 10% starts. Saying no exceptions won't cut it
so when is it enough money to start taxing? $40K? $80K? shouldn't there be a cost a living impact too?
It works as a policy, it's just not enforceable at a certain level. Who cares?
