Football Bowl Subdivision schools are limited to signing 25 prospective and current student-athletes to a first-time financial aid agreement or a National Letter of Intent. Exceptions exclude current student-athletes who have been enrolled full-time at the school for at least two years and prospective or current student-athletes who suffer an incapacitating injury (effective for recruits who sign after Aug. 1, 2017).
It clearly says players who stay for at least 2 years are exempt. So having players leave early for the draft only hurts you if they were juco players
You're misunderstanding what that line means.
The "two years" line means that if you award a scholarship to a walk-on that has already been in the program for two years, he counts against the 85, but not against the 25 signees. This rule allows a school to reward a walk-on with a scholarship, but eliminates the "blue shirt" when a player shows up on the first day of classes and is given an "extra" scholarship.
The medical line means that if a player suffers a career-ending injury as a high school senior, you can honor the scholarship without it counting against the 25 or the 85.
