I would suggest rounding up the points each week by 5-10. Or even use a base about 5-10 higher than the first week’s number of players to use all season. That way the last place player that submits picks will be rewarded by more than one point over those that did not turn in their picks. So if, for example, 17 turn in picks the points are awarded as 25 for 1st (plus bonus points for winning), 24 for 2nd, 23 for 3rd, … 10 for 16th, and 9 for 17th. Zero for those that skipped. Maybe exclude an additional week of worst scores to drop.
By using the higher point distribution, the points available will not decline over the year and it won’t put a greater weight on matches early in the year before participants start dropping out.
Maybe increase the bonuses for winning and add points for 2nd and 3rd place each week. Maybe 10 for 1st, 5 for 2nd, 3 for 3rd.
