Some of those hires are unknowns, or questionable as an upgrade.
Scott: Unknown, especially if Debord is the offensive mastermind that some people believe. If the offensive production was a result of Debord, those are some big shoes to fill.
Hoke: Upgrade over Stripling. DL coaching is the one area Hoke has shown to be consistently successful
Warren: Upgrade over Martinez. It's not hard to be an upgrade over Martinez, but Warren is leaps and bounds a better coach.
Wells: Unknown, but it's hard to be worse than Mahoney given what we've seen over the last 4 seasons, but he has no P5 experience, and doesn't look like he was going to get any if not for being hired by CBJ.
Canales: Upgrade? Over not having a dedicated QB coach, I guess that this is an upgrade, though how effective he is as a QB coach is debatable given his history.
Rock: Upgrade.
Beard: Unknown, there's not a lot to go on given his coaching career.
We're definitely sure the talents there; recurring already happened.
And you'd be hard pressed to find someone who disagrees that we upgraded the defensive staff, not so much offense.

Nothing on Wells' resume, other than not having the name "mahoney" says that he is a measurable upgrade. We aren't going to know until the season starts which way that hire goes.
Can ales is the same way his resume doesn't day butch to his ability to develop QBs. Probably won't be able to truly gauge that hire until 3/4 the way through the season.
Beard doesn't have enough WR experience on his resume to say that he's a definite upgrade, and CBJ's playbook is probably not going to help him with that in 2017 since we are also breaking in a new QB.

Until their is evidence of them being an upgrade, it's wishful thinking to call the Canales or Wells hires anything but unknowns. Canales has little P5 experience, and wasn't even coaching QBs at his last stop, and Wells has been around for 20 years and never gotten the nod from a P5 school.
Wanting them to be better than they are doesn't make it so.
Canales is replacing a vacant chair. If all he does is breakdown film with our QBs that more than what the empty chair could.
From the sound of Volnation experts, Wells is an upgrade by default.
Waiting to give an opinion on the future will not change the truth of the situation.
For what it was worth Debord was supposed to be QB coach as well as OC.
Unfortunately for you, unless your last name is Trump, you don't get to have opinions on facts.
Those coaches resumes and experience are what they are at the moment.
