Those are Bremer walls also known as T walls. You literally went and found the 5% of the wall that's not fenced. Israel only used T walls next to the Trans-Israel Highway, border crossings and urban parts of the country.

A a wall isn't practical but the multi-layered fence system is. It works and there are no topographic barriers preventing it from covering the entire border. The Israeli Border barrier (They don't call it a wall) cost about $2.1 billion to build and $260 million to maintain every year but their wall is only 430 miles long compared to the southern border which is 2,000 miles long.
