The Hawks apparently made some roster move at some point during the year which made it impossible for Horford to be activated again this season. I don't know the specifics.

Yeah but it escalated big time considering they were struggling against a sub 500 hawks team

I know he was ruled out for the year and probably placed on the NBA equivalent of the IR or something, but if was eligible and cleared, i imagine he would be out there.
