It's just a guess. They could take a couple less or find a way to squeeze an extra one in if they really feel they need to. Recruiting is solid like jello.

The numbers always work themselves out and coaches really don't give a rats ass if they recruit over it seems. Nobody, not even volwquest mods know how many Tenn can take except Tenn coaches. Worrying and arguing about numbers is the most useless thing fans can do during recruiting season
