"I just went into coach Jones' office and told him I want to commit," Phillips said.
The 5-foot-8, 165-pound defensive back admitted he had been thinking about committing to Tennessee since his last visit in June. "Actually, it's been on my mind for a pretty long time. After I left the last time I just felt like it was the right place for me," Phillips said.
"Everything that I've been looking for in a coaching staff and a family, they have," Phillips explained. "Coach Martinez does a good job with the defensive backs and everything he teaches it's what I do. I felt like this was the best place."
"I really didn't see anything new. I just recapped on everything I knew and I was still amazed and shocked about how nice their facilities are and how their team is like a family," Phillips said.
"Dimarya is actually my cousin," Phillips explained. "That helps because I will have someone take me through all the things I don't know since I'm younger so it's like having a mentor that's family that is looking out for me."
