No, you can't actively recruit a player from any 4-year school, and players who transfer up a level have to sit out a year.

Cobb is a rising senior who had a sensational junior season. He led the NAIA in rushing and scoring with 259 carries for 1,991 yards (7.7 ypc) and 26 TDs.

T Cobb is my boy! Went to middle school with him and he was on my KTC 4x800 team.

Nice to see he's doing well and getting looks from the league!
It would be amazing to have him in O&W but it won't happen.

I think it's a moot point in Cobb's case, but FWIW: Any student-athlete who intends to participate in football must sit a year in residence before being able to compete at a new school unless he transfers down a division.
