The main thing I got from the new recruiting rules from the NCAA is that you can only sign 25 per class. Period. It used to be that different conferences had more say so than the NCAA, but the NCAA rule was that only "25 NLIs could be signed from Jan 1 to May 31 of that particular class" which...
