I beg to differ. When you had fewer bowls they meant a whole lot to the programs, players, and especially the fanbases regardless of whether said team was playing for a national championship. Many of those non NC implicating games....were the highlight of the year for those schools involved...

That's a good question. I guess you can't. If one opts out you just go to number 33. With only 32 teams even playing a bowl I think teams would be more inclined not to opt out since it would then be more of a privilege to go.
