If we are reasonable citizens here we should be able to define it.

Tell me what think but please do so with articulable facts.

Since the SC has chosen to allow DUI stops:

1) Not rolling down the window to allow the cop to fully see you could constitute reasonable suspicion.
2) Not answering the direct question "have you been drinking?" could constitute reasonable suspicion.
3) Smelling of alcohol or slurring your words would constitute probable cause IMO.

Per the Terry Stop laws, that is ALL they are "allowed" to do.

2) what if the answer is no or heaven forbid "I want to speak to my attorney?

I answered on the basis that the SCOTUS has allowed them (i.e. Terry Stops). I think they should be illegal period.

A reasonable cop is supposed to be same as a reasonable person.

What if I am walking down the street with sunglasses on and a big ole picture of a bud on my cap and t-shirt with Bob Marley on it?

These things are case by case. Quit trying to reduce it to formula.

Tell me about what I am saying by wearing a Bob Marley shirt or not rolling my window down all the way or

heaven forbid what if I do not speak english???

My limited understanding of the law says you can but you better be right or you will be sued and I would think criminal charges brought against you as well
