It seems that the legal team of suspect 2 has added an attorney who avoided the death penalty for Ted Kazinsky and Jared Loughner.
"Prosecutors and lawyers for surviving Boston Marathon bombing suspect Dzhokhar Tsarnaev have begun very early discussions about a possible deal, in which he would cooperate in exchange for avoiding the death penalty."

Not sure how I could make overhead surveillance work unless I already knew who and what I was looking for. Would I be looking for every instance of someone placing a backpack or duffle bag on the ground? Am I looking for someone lighting a fuse? Someone with a remote control detonator? Having used UAVs and other sources for real time overhead surveillance in a bunch of different scenarios, in my view, this would be ineffective.
The scenario had been carefully planned: A terrorist group prepared to hurt vast numbers of people around Boston would leave backpacks filled with explosives at Faneuil Hall, the Seaport District, and in other towns, spreading waves of panic and fear. Detectives would have to catch the culprits.
Months of painstaking planning had gone into the exercise, dubbed Operation Urban Shield, meant to train dozens of detectives in the Greater Boston area to work together to thwart a terrorist threat. The hypothetical terrorist group was even given a name: Free America Citizens, a home-grown cadre of militiamen whose logo would be a metal skull wearing an Uncle Sam hat and a furious expression, according to a copy of the plans obtained by the Boston Globe.

And, making sure to fire over thirty rounds at the unarmed kid in the boat...but, ****, he lived. Luckily, his throat was shredded and he cannot really speak.
Between that and the guy in Florida being shot in the head, I'm starting to wonder if the Boston guys were used by the FBI once the Russians tipped them off. The FBI has been known (just like all law enforcement) to steer people they think will commit a crime in a certain direction to get the results they need to convict someone. I'm not saying that the guys in Boston are innocent because I believe they are terrorists. I'm just starting to wonder if they had help along the way, whether the intent was for prosecution or for something nefarious.
