Yes, that is how is senses positional motion of the controller. The bar doesn't do anything really, the controller actually figures out in relation to the bar where it's at. Thus, you can use other things that give the same results (candles for example). There's also third party sensor bars that give you better freedom and run off batteries instead of cord tethered to the Wii.
