Why is that though? There isn't any sort of common denominator of size or demographics tying together the states I mentioned who run a relatively smooth electoral process.

Not sure. The states rights model was intended to produce 50 different legislative laboratories; some would be failures and some would be successes. The intention was to learn from and avoid the failures while simultaneously embracing the successes. Certain states are good at the electoral process and others aren't. Those that are good at the electoral process are not as good in other areas of governance.

I am not sure what you are trying to imply with the common denominator comment.
