Why the #%&* isn't Leap Day a National Holiday?!?

It's an extra day. It's a bonus. The government should mandate that this is a holiday. It should be one step up from a Federal holiday.

Think about it. If you're on salary, you're getting boned pretty hard by this whole situation.
