If you read Larry's posts carefully, he is saying nothing that would preclude Shannon (or Zook, or someone else other than Steele) to be the next DC and that whoever it is will not be announced until after Monday. He is also saying that Dooley has not interviewed Shannon for the DC opening. As far as it goes, I believe he is technically correct, but I think the meat of this is in what he does not say, although he probably knows -- LWS is a very reliable source of information.
Dooley may well have talked with Shannon previously, either when Wilcox was thinking about the Texas job, or more recently when Wilcox was in the running for the ASU HC job. There also could have been many conversations between the two by phone, with or without video connections and with or without Hart as a participant.
Either way, two or three things are certain: 1) ultimately, this is a decision that will be made by Hart because only he can approve a multi-year deal (which will be mandatory) and only he would be able to approve a dollar amount in the range being discussed.
2) While Dooley may not have "interviewed" Shannon yet for this opening, it is without a shadow of a doubt that Tennessee has been in contact with Shannon, probably in the form of a small Tennessee team of negotiators and attorneys talking at length with Shannon's agent -- that is how these deals are done.
3) Tennessee by now would have at a minimum hashed out the details of the agreement for Shannon to become our DC, including length of the contract, salary, financial protection for him if Dooley were to be replaced, and the ability for Shannon to name at least one (likely two) of his own people as position coach(es) subject to the approval of Dooley and Hart. These position coaches are probably who Dooley will primarily be interviewing in San Antonio, although it is very possible that he and Shannon will meet there as well.
If for whatever reason the negotiations between Tennessee (primarily Hart) and Shannon reached an impasse and broke off because either Shannon or Tennessee could not agree with the demands of the other, then the entire process would have begun anew with whoever Tennessee wanted next -- probably, but not necessarily, Zook.
We will know for sure sometime this week, probably by Wednesday and whoever it is, it is virtually certain that the new DC has been identified and the deal has been struck.
