In what current eligibility rules situation does he deserve another year?
according to 247 it sounds like he possibly gets it

So far nobody has won a case like this recently and the NCAA has dug their heels in on this as well, same for Aberdeen at Florida. Miller played in 15/32 games, which eliminates him from medical redshirt, he also played all of his games post December, his case for another year of eligibility would be the same as a guy like Lamonte Turner or Santiago Vescovi.
 
I always hoped for a bit better for the last spot, but I suppose it’s slim pickings out there right now. Oh well. Roster is now set.
Yeah I think Ibe was a great find and would have been a great freshman to have to develop. Unfortunately seems like money didn't add for what he was going to be next year. Brown takes sophomore leap and Rubin is 80% Okpara then center position will be solid.

In the old days before nil , recruits would come in and play with the team .It was an unofficial tryout .In Nil era there is no team to work out with but I am sure UT did some things while he was here to test him related to ability and get full clarification about the personal issues . The coaches know what else is out there and obviously were persuaded he was the best choice . That seems very reasonable to me .

I think there were some perceptions about fit, and I don’t think they really thought that would change but former teammate Hill vouched to an extent so they brought him in. Obviously he showed what he needed to on his visit.
I actually love it. Hill said “yo coach, you better bring my boy to Rocky Top” 🤣
