The federal govt depends on the tax rate arbitrage from corporate rate from WMT (21%) vs individual tax rates for WMT employees (0% to negative)

If Wal Mart paid 1B more in wages per year, fed govt would lose 210M in revenue from WMT. Most WMT employees paid negative or no income tax...
