TDS Gov Gavin strikes again w/his goofy way of being an ass hole again today.
that is pretty much how it works everywhere. state laws override local zoning. about the only thing that trumps the state laws would be historical sites, water/wildlife.
the specific type of "override" is extremely common, it even has a generic term you will find pretty much everywhere. "Transit Oriented Design" or TOD. they are pushing up density near public transit to support local economies and to keep apartments from popping up in single family areas. a half mile is considered the extent of "walkable".
I am actually surprised CA didn't have this already.
