That's not ok for a boss / report relationship in that scenario. People can make all the agent and lawyer excuses, etc; but bottom line that's not healthy and reflects a situation that was never going to be long term.

Its been decades since I studied such things when I was at UT, but the playbook is for the side that looks bad to leak some dirt on the side the natives love to control the narrative.
