So, on the ramming video, from what I can tell... They chased him in an unmarked car, and I didn't see any sirens that would indicate he was legally bound to stop for them. They arrested/detained him, and then released him with no charges?
Without more info, that's a horrible look. If they want to claim that he was fleeing a lawful stop, they should have had lights on. If he did something they could legally ram/detain/arrest him for, they surely should have charged him once they arrested him.
If no better details come out, these agents should likely be fired and charged for assault.

Had they identified themselves in another way (in interview he seems to admit that he knew they were ICE agents, i.e. federal law enforcement) and had they demanded that he stop? If so, it's possible he was fleeing a legal apprehension? This should be interesting to follow.
