While the health and safety of federal agents or facilities are threatened? No.
Unless you want to give federal agents the full authority and ability of the military to defend themselves and their assets.
Pick a lane.
So no, states don't have a right to refuse NG troops on their streets and you're not a states rights guy.
There is no chance that the people fighting for states rights in the Civil War would have abided unwanted federal troops on their streets. They didn't even want them in Federal forts.
