Free pre-K and rent-stabilized apartments have existed in NYC for several years now (several decades in the case of the latter). It's just conservatives not understanding this city or what words mean and whining about it

Plus he's gonna buy up housing and (give?) it away or at a minimum let the government decide who gets it and how much they pay. That worked real well in the USSR.

My kid's program wasn't called Encore. At least i don't think so.
The benefit to him starting in elementary was to prep his path in middle and high. His IEP counselor was fantastic and met with him/us twice a year all the way through his senior year.
A sweet anecdote about that, he invited her to his high school graduation. She came and she told him he was the only student that she worked with in her career that invited her to graduation. I thought that was a real sweet moment for both of them
