From what I've seen, the incentives just make people have the kids earlier than they would otherwise.

Immigration should be handled reasonably, but it can be an enormous source of strength going forward.

Is there evidence things are turning around? I admit I'm not an expert, but a quick google search did not indicate a reversing trend. In fact, it seemed like it hit a historic low of 0.97.

It's a very materialistic society and they're rich and keep getting richer so the natural trend would be strongly against kids. I'd say the incentive program helps offset that somewhat.
