Obama wasn't any where close to the worse recipient. I believe that Chamberlain and Hitler got one for 1936 Munich Conference and Yosef Arafat got one in the 1990s. Henry Kissenger also won it as well as a dictator in Burma that later engaged in a genocide after winning the award.
