Yes, that was the best news from the report. Note that the individuals on paid leave/severance are still counted as active employees. When this runs out in the next couple of months it will be even more. This is one of Trumps best achievement so far with little fanfare is his reduction in the size of the Federal Government.

Federal government employment continued to decline in July (-12,000) and is down by 84,000
since reaching a peak in January. (Employees on paid leave or receiving ongoing severance pay
are counted as employed in the establishment survey.)
