A VAT is just a way to rig the tax such that some are excluded or pay a fraction of the tax. A tariff applies fairly to the first buyer (the importer) and what happens after that is up to choice at each point down the line.

The tariffs will get passed on. You are already seeing some of the best purchasers/retailers/direct importers (Wal Mart and Costco) talk about LIFO headwinds...
