Ya, this is a war. Not a riot. Not a police action. Hamas started a war.
Israel is responsible for protecting their citizens in this war. Hamas is responsible for theirs. Hamas is getting a lot of their people killed by their own actions including shooting their people to keep them from fleeing. Hamas really should not have started a fight they can’t win.

I’d say the answer is all of them they catch.
In 2019 we (the rescue organization I volunteer for) were able to identify 4 people in Gaza who would not admit to being gay publicly for fear of being murdered.

(That’s right. Slice has actively helped the people of Gaza escape their fate in Gaza while those others sit here and cry about it but actually do nothing)
