The main reason for it was COVID. Pre-Covid, the first Trump administration created ~$2.5-3T deficits in the first 3 years, then COVID arrived. I wish it was a surplus, but we have not had one of those since the turn of the century.

2.5T operating deficits plus issuing 2.5-3T long-term debt to pay for entire impact to TCJA. The remaining 2T was COVID.
To be fair to DJT, the scoring for TCJA was conservative so Biden caught some benefit there. That's why total debt increase during his term was less than sum of operating deficits...
