I agree with the concept of drastically reducing FEMA response to disasters. It makes no sense to me when people in disaster prone areas, who willingly choose to reside in those places, are hit with a disaster and now all of America is forced to assist. They live there aware of the risks. Earthquakes in Cali, Hurricanes in the southeast should be the responsibility of those states.
But, as president, you don't make that decision and stop funds in a month. That is something you do over time and slowly. You have to give the states time to prepare for self sufficiency.

It is stupid for Trump to withhold assistance.

What parts of the US aren’t disaster prone? Disasters, natural and man made, happen pretty much everywhere.
It’s more efficient and thus more economical to manage relief on the federal level. States and localities can provide more immediate assistance and fill some gaps as needed.
