It's entirely possible. Over 30 years ago I needed one for a passport and because I was born on a military base in the early 60s, I had trouble obtaining mine when my parents said they never received it. It was a a lot of BS to get one. I had to get it through the nearest city to the base, which wasn't as simple as requesting one and getting it

The real issue is if asked if he could back up his being a US citizen came up his reply would be "How much time you got?". There's literally millions of people in this country that can't even put together a halfway coherent lie about being here legally, much less ANY actual evidence to support such a claim. There absolutely should be an express lane for such people. In fact there needs to be. Other cases that seem more "iffy" for whatever reason can bring about more scrutiny.
