The question, as I understand it, is whether the information HAD TO BE classified, not whether it COULD HAVE BEEN classified.Information is information. It doesn't have to be complete to be classified. Enemies can piece together information from multiple sources - this is beat into the heads of everyone going through security training in the military.
There was a semi-famous study done by NCIS at a naval base where agents were able to piece together several ships' complete deployment schedules just by walking around the base exchange/commissaries and listening to conversations.

you guys argued all over about the locations being impossible to determine for a military strike in a foreign country being less important/mission critical than the possible locations of a police raid in the US.
the military strike has a ton more risk associated in it, and it was the person in charge doing the leaking. but some low level staffer leaking some info on a low level raid here in the states is a line too far.
just like it was predicted, same act by a low level person gets crucified.

In general it is quite common to never have a “complete” picture with any one team or group. This is the basis behind the compartmentalization methodology common in SCI cleared activities.But does it have to be classified if it's incomplete?
It absolutely passes the bar, easily even, for classification and the idiots in the admin screeching that it wasn’t classified information are gas lighting the public.My opinion, based on the references I posted a couple pages back, is that the information should have been classified, and SECDEF should have classified that information based on DOD Policy and the effective presidential EO.
