we can still benefit as a country by bringing in goods at lower costs than other countries do. there are plenty of products where there is a large enough domestic market for our producers to serve so they don't depend on exports yet still make room for affordable inputs. there are some categories where we do depend on exports and reciprocal might persuade opportunities for domestic producers. And there are some product categories that are strategic where we need to ensure sufficient domestic production

suppose Canada agrees to reduce some tariffs on US goods coming in if we go back to our prior tariffs on their goods - isn't that a better trade situation?

OTOH suppose we end up with no reduction in Canadian tariffs but ours on their goods are higher than before - isn't that a worse situation?
