As Bearded pointed out the other day, TN sent the IRS $4.75 for every fed $ it received, or $95B to $19B received against a state budget of $50B. That's a $45B spread. A tiny speck of that not going to DC for bureaucratic skimming, would easily replace NIH as easily as discarding pocket lint.
