it doesn't seem a little counterproductive to say "you can be corrupt over there, just not here"? I would assume those activities are going to bleed back to over here.

Now instead of Company bribing Congressman with kickbacks, Company is bribing foreign official, who then provides kickback to the Congressman. yay we "fixed" corruption by adding another middle man.

That's just how it's being framed. Those Republicans are just as guilty for that money going where it does. It went there because they looked the other way, and their bank accounts prove culpability.

But I'm sure there are also cases of Republican party or preferred causes being steered grift money too.

If the money is going to criminal activity to help support known criminals you are in violation of law. Money can be spent according to Congress but not on criminal activity.

There is no waiver to criminal code and there is no mention as to "illegals". It's a crime and which the President directed them not to make payments i.e. no plausible deniability.

EO aren't needed, they are laying the ground work to fire and start prosecuting federal employees by issuing the EOs.

There is a mention of "noncitizen migrants" which are the exact people involved, the right wing just calls them all "illegals." Surely you knew that. There is no "serious felony" there

If they the funds are being used for "illegals" and they were aware of it, its federal felonies. EOs are not even necessary, those are just the shots across the bow. Yes, if they are aware they are funding "illegals", there is no waiver that I can see especially considering they were directed not to make any payment pending review.
