My guess is that this money was approved for USAID by Congress, but there was zero detail in the actual legislation spelling out how and for what purpose the funds were to be used. They left that for the bureaucrats in USAID to determine, and here we are. The fact that the Chevron Doctrine was shot down by the Supreme Court will make this a slam dunk.

And of course she was involved in at least one murder we have more or less complete facts on, and an attempted murder.
