Well, the President generally has wide power to federally pardon. The issue in this case is many fold, imo. Yes, everyone expected Biden to pardon his son. The problem arises out of him saying would never do it, his spoke people said the same thing, he claims they are being targeted by his own DOJ which is just a pure fabrication, he further throughout his career has publicly said people like Hunter should be locked up, some of the crimes are related to Joe's crimes, and you had the whole media complex gaslighting the whole thing i.e. context.
