Going on the past, that is just the way it is.... huge amounts of people needed to go to jail in 2020 and virtually nobody did. I would expect some of the same, but not sure the same gag works this time.

Now go do a Google street view, pick a downtown area and be honest with yourself.... two clicks I found garbage.

Personally I have never thought about Puerto Rico being a garbage place, I have a few friends who are Puerto Rican and we've never discussed it.

I've only been once and for a short period of time. I would say it was generally worse than a typical urban city... but not completely wrecked like some of them.
